A turbine vent is a passive rooftop ventilation device. With the slightest breeze a roof turbine vent starts to spin. As soon as it starts to spin, it vacuums hot air out of the building. The faster it spins, the more air it exhausts.
In contrast, an active ventilation device might be an electrical powered fan or roof ventilator. Passive vents work for free and in almost all instances are very quiet.
